Summary

Realizing the role of a think tank, universities are able to take on a significant role in the development and implementation of strategies for the development of cities and regions, directly participating in the formation and implementation of intersectoral public and public-state initiatives, and the development of territorial clusters.
From September 2023, in accordance with the decisions taken following the meeting of the State Council in December 2022, a large-scale project will be launched to implement a practice-oriented “learning by service” format by universities.
By order of the President of Russia, 25 modern world-class campuses will be built in Russia by 2030 within the framework of the national project "Science and Universities". The implementation of the project will create conditions for the transformation of the educational process to the tasks of advanced development, create world-class laboratories and centers for the development of science in priority areas.
The participants of the discussion will discuss issues related to the specialization of campuses, cooperation with companies from the real sector of the economy, the principles of creating and managing world-class student campuses, the complexity of applying public-private partnership mechanisms. By developing effective partnerships with NGOs, the state and business, universities complement their educational and scientific activities with the tasks of introducing technological and social innovations in society, realizing the "third mission" of the university.
