The events, which have occurred since the beginning of 2020, have put the regions of Russia in front of the need to respond to two challenges at once — the COVID-19 outbreak and the economic downturn caused by the COVID-19 pandemic. Overcoming the crisis will largely depend on the regional governance quality. Experience has shown, however, that formal indicators to measure the quality of regional governance are not necessarily adequate. Against this background, an expert survey based on a unified and proved methodology, both at the inter-country and subnational levels, provides an opportunity for a deeper understanding of complex mechanisms of regional governance.
The project session will showcase foreign experience in measuring the quality of governance, accumulated by the Quality of Government Institute at University of Gothenburg, and discuss the methodology of the Russia’s regional governance expert survey to be conducted by the Institute for Industrial and Market Studies at Higher School of Economics.
