Summary
“Live and work in Russia” is a component of the state-political project “CHOOSE YOUR OWN” of the all-Russian political party “United Russia”. The goal of the project is to achieve personnel, technological and social sovereignty. To achieve this goal, professional personnel are needed. Therefore, one of the priority tasks for the “CHOOSE YOUR OWN” project is to create conditions for choosing to study, live and work in Russia.
The strategic session will address issues of attracting, retaining and improving the quality of human capital in priority sectors. Today, the personnel issue is objectively at the top of the development agenda and is one of the most pressing. The possibilities for extensive growth have been exhausted, and unemployment is currently minimal. Accordingly, it is necessary to think about involving both the younger and older generations, improving their skills and productivity, and creating comfortable conditions for human life.
We need a new personnel standard - a state document, approved at the highest level, binding on both authorities and businesses, and including, firstly, a personnel map of the region (a complete and truthful picture of the assessment of the region’s personnel policy with an analysis of educational standards and programs, business requests, production development plans and readiness to prepare them); secondly, analysis, collection and spreading of the best HR practices, the best experience in working with personnel; thirdly, a personnel declaration or a set of obligations of the employer to employees (mentoring, working and rest conditions, social security benefits, family dynasties support, provision of housing, honoring the best workers, corporate weekends, etc.).
