The current sustainable development of the Arctic zone of the Russian Federation is associated with the active development of social infrastructure, industrial production, and the launch of new infrastructure projects in the North. This affects the quality and standard of living of the population of the northern territories. The President of Russia has been instructed to determine the list of settlements that will be considered the pivotal ones. Master plans and comprehensive long-term development plans until 2035 with clear sources of funding will be prepared for them by October 1, 2024.
Questions for discussion:
- What can be the criteria for classifying settlements as pivotal and why?
- What key aspects of development should be reflected in the future comprehensive plans for the long-term development of the pivotal settlements of the Arctic zone of the Russian Federation?
- What key data and documents should form the basis of comprehensive long-term development plans? What is the ratio of socio-economic development strategies and master plans?
- What tools do the state currently have that can contribute to the development of cities in the Arctic? What difficulties are associated with the use of this toolkit?
