Adaptive management involves the operational response of the management structure to changing environmental conditions. When the interaction "city – sea" is considered, the correlation of anthropogenic activity is assumed in accordance with changes in the economic, social and environmental situation in the coast-sea system. In particular, in the Azov-Black Sea region, the impact of intensive economic activity combined with processes related to climate change has led to a sharp deterioration of the environmental situation in the marine area. The discharge of untreated wastewater, pollution of the sea by garbage, intensive development of marine activities, penetration of both invasive and Black Sea yellow-bodied species into the water area have led to changes in the biota and the general state of the ecosystems of the Black and Azov Seas, which negatively affects fishing, tourism and some other activities. Restoration of the ecological health of the marine water area requires an integrated approach to the planning of economic activities, including rational sustainable use of the sea based on a spatial planning tool, the use of the best available technologies, monitoring of anthropogenic impact on the marine and coastal environment, species composition and outbreaks of harmful yellow species. At the same time, the Black Sea (together with the Sea of Azov) is a semi-enclosed large marine ecosystem; it is impossible to achieve a good ecological status of the water area within the local section of the coast of one country, only joint efforts of all coastal states will be able to bring the desired effect. The issues of planning integrated management of marine use, blue growth, combating marine debris, alien and Black Sea harmful species, the introduction of advanced technologies of marine activities are being discussed.
