Master plans are a modern approach to urban planning in Russia. They are devoid of the shortcomings of urban socio-economic development strategies (not taking into account spatial distribution) and master plans (not taking into account the financial constraints of city budgets). Unlike other documents, master plans offer a specific list of activities to improve the quality of life in the short term. This makes them an effective tool for achieving quick wins in improving the beautification and construction of cities.
At the same time, the master plan is a document that does not have normative consolidation and a full-fledged verification system, which causes a number of project, resource and organizational risks.
Main questions:
– What is the place of master plans in the system of strategic and territorial planning of the Russian Federation?
– Does master planning require legislative regulation? A unified methodological approach?
– What experience of master planning of Russian cities can be replicated? What errors and problems should you pay attention to?
