Summary

A number of problems and challenges have accumulated in the state policy in the field of urban planning and socio-economic development of territories:
- low feasibility of strategic planning documents at the regional and local levels, including strategies for socio-economic development and territorial planning documents;
- interdepartmental disunity in planning and decision-making, leading to a decrease in the efficiency of budget investments;
– the emergence of special regulation mechanisms and experimental legal regimes for individual territories and pilot groups of cities;
- the lack of a proactive position of the authorities to attract private investment for the implementation of strategic planning documents.
The solution of these problems and the choice of effective development tools are extremely relevant for ensuring the economic sovereignty of the Russian Federation and further improving the quality of life of the population.
During the session, it is planned to discuss issues of practical implementation of strategic planning documents at the regional and local levels, including types of state support instruments, project financing, as well as prospects for the integrated development of territories both in the broadest sense and in accordance with Federal Law No. 494-FZ.
