Evaluation and comparison of regional strategies is an interesting scientific task and an
important tool for identifying best practices and improving the quality of strategy in
general.
By what parameters should strategies be evaluated, how do these parameters and the
criteria for their evaluation change over time?
Is it possible to compare strategies adopted at different times?
Compare with each other or with the "standard"?.
There are many questions, which calls into question the very possibility of rating.
It is proposed to listen to three reports on three strategies from the regions, and then listen to three experts, asking them to try to rank these three strategies, formulating evaluation criteria.
