Within the framework of the Strategic Forum, the IX Municipal Strategy Contest “The Best Action Plan for the Implementation of the Strategy” (MSC-2023) was held.

27 municipalities were able to take part in the finals. The winners were selected by a jury of 14 people - well-known and respected experts in the field of strategic planning.

Three finals in three size groups took place on the first day of the Strategic Forum, winners in each group were determined, as well as participants who took 2nd and 3rd places.

In the group of small municipalities, 3rd place was taken by the municipal district "Gorny Ulus" of the Republic of Sakha (Yakutia). Second place went to the Zadonsky municipal district of the Lipetsk region. And the winner in the group, based on the results of the jury’s vote, was the Khokholsky municipal district of the Voronezh region.

In the group of medium and large municipalities, the city of Novorossiysk, Krasnodar Territory, is in 3rd place. The second place was taken by the Usman municipal district of the Lipetsk region. And the winner in the group, according to estimates, was the Surgut municipal district of the Khanty-Mansiysk Autonomous Okrug - Ugra.

In the group of regional capitals, 3rd place went to the city of Krasnoyarsk. The second place was the city of Vologda. Irkutsk was declared the winner of this group.

The award ceremony for the winners took place on October 31 during the second plenary meeting.
