Russia’s Strategic Planning System for the Development of Maritime Activities, and the Maritime Spatial Planning

Summary

According to a new version of the Strategy for the Development of Maritime Activities in Russia until 2030, approved by the Government Order No. 1930-r dated 30 August 2019, the main long-term priorities for the development of maritime activities in Russia include the transition to integrated planning of coastal waters and the adjacent land areas, based on the coastal-marine component of strategies for socio-economic development of coastal regions. The planned delegation of responsibility to manage maritime activities from national to regional authorities will make it possible to give specific content to the coastal-marine component of strategies.
Maritime Spatial Planning (MSP) is one of the key tools for meeting this challenge. Russia’s MSP Roadmap, which is currently being developed within the project-platform Capacity4MSP of the Interreg Baltic Sea Region Programme, should give impetus to the development of MSP in Russia and help Russia integrate into the MSP processes worldwide.
The round table discussion focuses on the following points:
- to discuss the key issues and challenges of marine and maritime activities planning in Russia from the point of view of the national and regional authorities;
- to develop common approaches to MSP with regard to Russia’s strategic planning system for the development of maritime activities in compliance with the main provisions of the Strategy;
- to assess whether international best practices can be adapted to the Russian context, taking into account the spatial heterogeneity of the Russia’s maritime sector and regional targets to develop the Blue Economy.
