[2020-06-11] / The Webinar “Building Digital Framework for a Regional Development Strategy: from Target Plan to Roadmap” Took Place

On June 10, the third webinar out of a series “Strategic Planning Before and After 2020” took place. The series is organized by the Resource Centre for Strategic Planning under Leontief Centre in anticipation of the Strategic Planning Leaders Forum 2020.

Vladimir Tsybatov, Dr. Econ. Sci., Professor, Regional Economics and Management Department at Samara State University of Economics, Project Manager at Volgoinformset JSC, made a presentation entitled “Building Digital Framework for a Regional Development Strategy: from Target Plan to Roadmap”. He presented a methodology that allows to build a “digital framework” for a strategy. This framework is a system of continuously operating digital models, based on the system of national accounts and the computable general equilibrium (CGE) models. The current model system and its outputs have been illustrated by the case of St. Petersburg and the Samara region.

The webinar was attended by about 50 experts and government officials. Discussants included: Irina Grishina, Russian Presidential Academy of National Economy and Public Administration, Russian Foreign Trade Academy of the Ministry for the Economic Development of the Russian Federation; Irina Gerasimova, Lead Researcher, Central Economics and Mathematics Institute RAS; Viacheslav Maracha, Research Project Manager, Scientific Research LLC; Alexey Krylovsky, Managing Director, Leontief Centre – AV Group Consortium; Oleg Tolstoguzov, Head Researcher, Institute of Economics of the Karelian Research Centre RAS; Alexander Abramov, Professor, Department of Mathematical Methods in Economics, Far Eastern Federal University; Khusnia Muradova, Chief Researcher, Professor, Research Center at Tashkent State University of Economics. The discussion touched upon both mathematical aspects of the model and how it can be applied to developing regional and municipal strategies, as well as upon cooperation of “modelers” with the strategists and politicians.

The Director of the Resource Centre for Strategic Planning under Leontief Centre Boris Zhikharevich, summarizing the discussion, pointed out that the model system is thoughtful and well-designed, with good prospects for its practical application in strategic planning.
